The European Interoperability Framework underlying principles view is the view of the European Interoperability Reference Architecture for the Interoperability principles of the European Interoperability Framework. It models the motivation of the EIRA© in terms of goals to be achieved and principles to be followed in order to achieve interoperability in public services.


The interoperability principles are fundamental behavioural aspects to drive interoperable public services. They describe the context in which European public services are designed and implemented.
They are grouped into four categories:

  1. A principle setting the context for EU actions on interoperability: #eif1p - Subsidiarity and proportionality;
  2. Core interoperability principles: #eif2p - Openness, #eif3p - Transparency, #eif4p - Reusability and #eif5p - Technological neutrality and data portability;
  3. Principles related to generic user needs and expectations: #eif6p - User-centricity, #eif7p - Inclusion and accessibility, #eif8p - Security and privacy and #eif9p - Multilingualism;
  4. Foundation principles for cooperation among public administrations: #eif10p - Administrative simplification, #eif11p - Preservation of information and #eif12p - Assessment of effectiveness and efficiency.
