A Public Service Agent is an architectural building block of the EIRA Organisational view supporting the Organisational interoperability layer of the European Interoperability Framework.

Public Service Agent is a specialisation of Business actor. It is any agent that consumes or delivers a Public service. This includes people, organisations and groups.

The Public Service Agent is salient for organisational interoperability because it may act on behalf of a citizen or organisation to consume a Public Service, or on behalf of a public adminstration (the Public service provider) to deliver a Public Service.
